International consultant and co-author of a 104-page independent assessment of Ukraine's system for responding to perpetrators of gender-based and domestic violence. It covered the legal framework, coordination and referral pathways, perpetrator programmes and financing. Recommendations were benchmarked against Council of Europe (Istanbul Convention) standards and practice in other countries. Findings were presented in Kyiv in October 2021 to government, parliament, justice, police, UN, EU, CoE and OSCE stakeholders. Published March 2022 under the EU-funded EU 4 Gender Equality programme.

Team Leader for a Global Fund technical assistance request made on behalf of Haiti's Country Coordinating Mechanism (CCM), to address underperformance of the HIV, TB and malaria grants during the 2018–19 crisis. Led the design, analysis and writing of the assessment. Covered 13 of the 14 Sub-Recipients, the Principal Recipient, the CCM and OCHA, structured around the OECD-DAC criteria. Mapped 60 existing, potential and strategic partners and identified high-risk geographic areas. Recommended a new grant structure for the next funding cycle: two Principal Recipients, fewer Sub-Recipients, emergency contingency plans, and links with the humanitarian coordination system.
Quality controller, contracted by OAG, for an ex-post evaluation of UNICEF's 2017 humanitarian education and child protection programmes in Libya. Reviewed the inception package, sampling and data-collection tools against UNICEF's GEROS quality and ethical standards.
